As early as September this year, the US Department of Commerce required semiconductor supply chain enterprises to submit supply chain data before November 8, 2021 on the grounds of solving the shortage of automotive chips. It is understood that TSMC and Samsung Electronics are the world's two largest OEM chip manufacturers, providing services to many automobile manufacturers.
Follow the "voluntary" principle

Of course, although the United States requires supply chain enterprises to submit data in accordance with the "voluntary" principle, U.S. Secretary of Commerce Gina ramondo warned industry representatives that if they do not respond, the White House may invoke other tools of the defense production act to urge them to take action.
This request of the US side has triggered a huge response in the global semiconductor supply chain. For example, semiconductor practitioners in China and Taiwan and South Korea are disputed. Some of them worry that the United States is actually asking the business to hand over business secrets. Chinese semiconductor practitioners are also worried that the United States may use materials provided by companies such as TSMC to sanction Chinese companies.
According to the international e-commerce information, the data that the United States requires chip manufacturers to submit this time include inventory, backlog, delivery time, procurement practices, production expansion and other information. In addition, it is also required to provide the main customer information of each product.
According to foreign media reports, the South Korean Ministry of Finance said on Sunday that South Korean technology companies will provide some semiconductor data to the United States, but South Korean companies will only "partially comply with" the information requirements of the United States.
As of November 7
23 large factories "hand in papers"
According to the statistics of relevant websites, as of November 7, 2021, 23 large international factories and institutions have completed their responses. Among them, including TSMC, liandian, rimoonlight, universal wafer and other indicators, the factory has "handed in the paper". On November 5, us time, TSMC has submitted three files, including a public form and two non-public files involving trade secrets. The non-public document is a reference document for the blank part of the public form to facilitate the judgment and reference of the United States.
Intel and Infineon, large manufacturers, have not submitted questionnaires before November 8.
